The U.S. Department of State, on behalf of the U.S. Embassy in San José, Costa Rica, is soliciting 40 trained, single-purpose “green” canines for Costa Rican law-enforcement operations. Intended capabilities include narcotics detection, human-remains and blood detection, explosives detection, tracking, and currency detection. The canines must be 12–24 months old, pass physical, medical, temperament, and performance testing, and be delivered in two groups of 20 approximately four to five months apart. The firm-fixed-price requirement includes the canines, crates, muzzles, bowls, food for the transportation period plus 10 days, identification tags, collars, leashes, toys, flea and tick treatments, vaccines, medical testing and records, export/import documentation, and air transportation to San José International Airport. Vendors must submit a technical proposal, three to five completed and relevant past-performance references, and a Microsoft Excel pricing proposal. Technical acceptability is pass/fail, while past performance is weighted more heavily than price in the best-value tradeoff.
