CITY OF MILWAUKIE INVITATION TO BID WAVERLY SOUTH AND 26TH AVENUE IMPROVEMENTS PROJECT Bids Due: September 15th, 2026, at 2 p.m. City of Milwaukie (City) is seeking bids from qualified and experienced contractors for sanitary pipe bursting, stormwater pipe installation, concrete flatwork and ADA ramps, and water system installation. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in specifications including but not limited to: Sanitary pipe bursting Install storm water pipes Install concrete storm inlets Install asphalt concrete pavement Install concrete ADA sidewalks and curb ramps Install concrete curb and gutter Install longitudinal pavement markings Install thermoplastic markings Install ductile water pipeline and water service connections All work must be completed by June 30th, 2027 City's engineer estimate for this project ranges from $1,060,000 to $1,237,000. City utilizes Euna Procurement Bonfire for its electronic procurement system (Procurement Portal). Bids shall be accompanied by a certified check, cashier's check, or bid bond executed in favor of the City of Milwaukie in an amount equal to ten percent (10%) of the total bid amount. Bidders shall be pre-qualified with the Oregon Department of Transportation in the Class(es) of Work as appropriate prior to the public opening and reading of the bids. This project is subject to the state prevailing wage rates under ORS 279C.800 to 279C.870. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. In accordance with ORS 279C.365, the City will not consider a bid unless it contains a statement by the bidder that they will comply with ORS 279C.838 through ORS 279C.870. City's expectation of any contractor it contracts with is that the contractor's values align with the City's values of highly ethical conduct, fiscal responsibility, respect for the City and others, and responsiveness to the City's customers. City is committed to ensuring equity and fairness in its contracting and purchasing process and increasing opportunities for minority-owned, women-owned, veteran-owned, and emerging small businesses enterprises. Furthermore, the City strongly encourages its contractors to utilize these businesses when providing subcontracted services and materials under the awarded contract. An optional pre-bid meeting will be held at 2 p.m. on September 8th, 2026, via Teams. Bids must be submitted electronically through the Procurement Portal. Bids will be received until 2:00 p.m. PDT on Tuesday, September 15th, 2026, for the purpose of selecting a bidder who evidences the lowest cost.
