Description
The City of Redding is soliciting proposals from up to three qualified rental car operators to provide rental car concession services at Redding Municipal Airport. Each selected operator may receive terminal counter and office space, 25 ready-car parking spaces, and access to vehicle staging and wash-rack facilities. Proposers may also suggest technology-based terminal configurations, such as self-service kiosks or tablet-based service, subject to City approval. The operator must provide rental vehicles and customer service, maintain a fleet adequate to meet demand, operate at least from 8:00 a.m. to 8:00 p.m., provide local and nationwide one-way rentals, participate in a nationwide reservation system, and offer nationwide replacement vehicles for mechanical failures. The proposal must include technical and operational information, location preferences, a hazardous materials business plan, a $5,000 proposal deposit, a fee proposal guarantee, required questionnaires and affidavits, ACDBE participation documentation, and references. The initial contract term is five years with two one-year extension options, and the concession fee will be the greater of a minimum monthly guarantee or a percentage of gross receipts, with the percentage set at no less than 10 percent.
