Description
The City of Birmingham is seeking a qualified landfill-gas-to-energy developer for a project involving its Eastern Area Landfill and New Georgia Landfill. The selected developer will be responsible for financing, permitting, designing, constructing, operating, maintaining, expanding, and monitoring landfill-gas-to-energy facilities and associated landfill-gas collection and control systems. The developer will also market and sell landfill gas, energy products, environmental attributes, tax credits, incentives, and other marketable outputs; arrange end-user or utility connections; provide required utilities and environmental compliance; manage excess gas through flaring or additional purchasers; and make payments to the City based on measured gas quantities, quality, or a negotiated revenue-sharing arrangement. Proposals must include a cover letter, table of contents, executive summary, technical approach, financial/contract approach, project-team qualifications, prior project experience, references, and required certifications and DBE forms. The technical approach is limited to eight pages, the project-team qualifications to three pages, prior project experience to four pages, and the overall proposal to 20 pages excluding attachments and forms.
