Description
The City of Birmingham is requesting proposals from qualified landfill-gas-to-energy developers to study, design, and develop a Landfill Gas to Energy (LFGE) project at the City's two landfills: the Eastern Area Landfill and the New Georgia Landfill. The selected developer will be responsible for financing, designing, building, operating, and maintaining the LFGE facilities, including marketing and selling the landfill gas and all associated energy products, tax credits, and incentives. The developer will make payments to the City based on metered gas quantities or a revenue-sharing arrangement. The initial contract term is 20 years, with two optional five-year extensions. Proposals must include a technical approach, financial approach, project team qualifications, prior project experience, and references. The City encourages participation by disadvantaged business enterprises.
