Description
The City of Birmingham is seeking qualified landfill-gas-to-energy developers to develop facilities for the commercial and beneficial use of landfill gas generated at two city-owned landfills. The selected developer will be responsible for financing, planning, permitting, design, construction, installation, operation, maintenance, expansion, environmental monitoring, and regulatory compliance for the project facilities. The scope also includes designing landfill-gas collection and control systems, arranging utility interconnections, managing excess gas through flaring or additional sales, and marketing and selling energy, environmental attributes, tax credits, incentives, and other marketable products derived from the landfill gas. The developer will bear project costs and assume responsibility for gas sampling and analysis, permits and licenses, utilities, facility operations, environmental compliance, and agreements with end users or purchasers. The proposal must describe the technical approach, proposed technology, facility design, operations, maintenance, conveyance and contingency plans, financial and payment structure, project team, prior landfill-gas-to-energy experience, and references. The initial contract term is 20 years, with up to two additional five-year extensions at the City's option. Proposals are limited to 20 pages excluding attachments and forms, and must include the specified proposal sections and Attachments A through F.
