Description
Pinellas Suncoast Transit Authority is soliciting proposals for management of a regional commuter vanpool program and provision of leased, branded vehicles. The contractor must provide vans for groups of four to fifteen employees commuting to work, school, or training; backup vehicles; insurance; maintenance and repairs; driver eligibility and safety training; fare and lease-rate development; and contractual arrangements with vanpool drivers. The contractor must support marketing and outreach, maintain a current database of interested parties, coordinate with employers and transportation partners, provide local operational support, and submit required monthly and annual reporting, including an NTD agreed-upon procedures report. PSTA may award the program to one or multiple offerors based on vehicle type, capacity, geographic coverage, service capacity, or other program needs. Federal funds support the program subsidy, and federal capital dollars are not used to buy or lease vehicles. The solicitation requires a transition plan for existing vanpools and permits proposals to include recommended scope changes as exceptions.
