Description
This Sources Sought notice is for market research only and is not a solicitation or commitment to award a contract. The Navy is assessing qualified sources for year-round water taxi service transporting ship personnel between Rudee Inlet Fishing Center, Lynnhaven Inlet, and vessels in the harbor. The draft performance work statement calls for capacity for 25 people, with the ability to surge to 50 passengers with baggage, and at least two qualified operators. Vessels must be enclosed, weather-protected, appropriately heated or air-conditioned, seaworthy, and equipped with required safety and boarding equipment. Operators must meet applicable licensing requirements, and the master operator must have at least two years of vessel-boarding experience. Interested sources are asked to provide company and business-size information, a CAGE code, a capability statement including past performance and equipment capability, estimated rough-order-of-magnitude pricing, and comments or questions about the draft requirements and anticipated contract type. Responses are limited to five typed pages using at least 10-point font. The anticipated vehicle is an IDIQ with a five-year base period and a possible six-month extension under FAR 52.217-8; the draft PWS may change before any formal solicitation.
