Description
The Navy seeks an ordained Roman Catholic priest to provide religious ministry supporting Naval Air Station Oceana and Dam Neck Annex chapels. Services include Mass, reconciliation, Holy Day and Advent services, sacramental and emergency ministry, baptisms and weddings, religious education and spiritual formation, counseling, volunteer training, and related administrative support. The contractor must maintain ecclesiastical faculties and installation access certification, and provide approved substitute coverage when unavailable. The requirement is structured as a firm-fixed-price service contract with a 12-month base period, three 12-month option periods, and a potential six-month extension. The solicitation requires a technical submission with resumes and a price submission covering all contract line items, including a detailed price breakdown and supporting information. The priest must be eligible for at least a Confidential security clearance.
