Description
The State of Indiana seeks a qualified contractor to replug and abandon five orphan oil and gas wells. Work includes site characterization, clearing access as needed, excavation and management of a lined drainage pit, drilling out and plugging wells according to approved plugging plans, cement bond logging, pressure testing as needed, documentation of well conditions, and site restoration. The contractor must hold a current Public Works Certification Board Certificate of Qualification in classification 1799.06, Oil Well Services, and perform at least 15% of the work with its own forces; subcontracting is capped at 85%. The bid includes unit pricing for labor, equipment, materials, and related services. A 3% IVOSB participation goal applies; the specifications state that MBE and WBE goals do not apply to this project. The construction period runs through December 31, 2027.
