REQUEST FOR PROPOSALS MOBILE HEAVY EQUIPMENT MAINTENANCE & REPAIR SERVICES Cowlitz County Department of Public Works is soliciting proposals from qualified businesses or individuals to provide on-site maintenance, diagnostic, repair, and emergency services for heavy equipment operating at the Cowlitz County Headquarters Landfill. Submissions must be received prior to 4:00 PM local time on September 10, 2026. The entire Request for Proposals, including minimum qualifications and submission instructions can be viewed online at http://www.co.cowlitz.wa.us/bids.aspx. [http://www.co.cowlitz.wa.us/bids.aspx]Documents may also be viewed at the office of the Clerk of the Board of County Commissioners. The Board reserves the right to reject any and all submittals, to waive any informalities in the submittals received, and to accept or reject any submittal if it appears to be in the best interest of the County. All documents received in response to this solicitation will become a matter of public record and subject to the Washington Public Records Act under chapter 42.56 RCW. Description
Cowlitz County is seeking qualified mobile heavy equipment repair businesses or individuals to provide on-site maintenance, diagnostics, repairs, component replacement, welding and minor fabrication, functional testing, and emergency breakdown response for the County's landfill equipment fleet. The fleet includes dozers, compactors, wheel loaders, a road grader, and excavators. Work will be performed on an as-needed basis, with no minimum quantity of work guaranteed; limited off-site repairs may be authorized when practical or cost-effective. Proposers must demonstrate at least five years of experience maintaining and repairing Caterpillar heavy equipment, relevant mobile repair experience, qualified field technicians, required licenses and certifications, and the ability to furnish labor, vehicles, tools, diagnostic equipment, safety equipment, transportation, and replacement parts. The County anticipates approximately $250,000 in annual expenditures for budgeting purposes only and intends to establish a qualified contractor pool. Rates must include all costs of performance and cover regular, overtime, travel, emergency, and holiday labor, as applicable.
