Description
The Department of Veterans Affairs is soliciting a single-award, fixed-price, indefinite-delivery, indefinite-quantity contract for full-lifecycle support of Government-owned durable medical equipment serving veterans through the Washington, D.C., VA Medical Center. Required services include climate-controlled storage, inventory management, delivery and pickup, assembly and installation, routine and emergency repair, cleaning, disinfection, sanitization, refurbishment, patient education, safety checks, documentation, and 24/7 emergency response. The contractor must provide its own employees, vehicles, storage facility, equipment, labor, transportation, and supervision; subcontracting and teaming are prohibited without prior written authorization, and the solicitation states that 100 percent of services must be performed by the prime contractor. The service area comprises Washington, D.C.; specified counties and localities in Maryland and Virginia; and surrounding areas within the defined zones. The contractor must maintain active, unrestricted Joint Commission accreditation applicable to home medical equipment or durable medical equipment services, provide proof of accreditation with its quotation, maintain a storage facility within 30 miles of the Washington, D.C., VA Medical Center, and submit technical capability, past-performance, and pricing volumes. The contract consists of a one-year base period and four one-year option periods, with a stated maximum ceiling of $5,596,000 for the base and all option periods combined.
