Description
Harris County is soliciting bids for comprehensive mowing and various maintenance services for the South Central Region of the Harris County Flood Control District. The scope includes mowing channels, basins, buy-out lots, tree-planting sites, and sensitive habitat areas; hand trimming and edging; debris removal; fence-line pruning; tree removal; herbicide application; common labor crews; and related equipment, labor, scheduling, safety, and reporting requirements. Work is performed across three annual mowing cycles, monthly buy-out-lot cycles from March through December, and additional work orders as directed by the District. The contractor must provide appropriate mowing, trimming, pruning, tree-removal, herbicide-application, and debris-handling equipment, submit equipment and work schedules, and comply with detailed environmental, safety, prevailing-wage, minimum-wage, insurance, bonding, and subcontracting requirements. The initial term begins approximately January 1, 2027, and continues for one year, with up to four one-year renewal options subject to County approval and CPI-W-based price adjustments capped at four percent annually. Bids must be submitted through the online procurement portal and include the required bid acknowledgement, tax residence certification, Form 1295, pricing and questionnaire responses, insurance and bond documentation, equipment list, safety questionnaire, minimum-wage certification, general-requirements acceptance, and applicable M/WBE utilization materials.
