Wayne County is seeking a secure, preferably cloud-based dental practice management software solution for a county-operated community dental clinic. The system must support patient management, scheduling, electronic health records, clinical documentation, imaging integration, billing, insurance administration, revenue-cycle management, reporting, patient communications, role-based access, HIPAA and HITECH compliance, encryption, audit logging, backup and disaster recovery, and business continuity. The solution should support dentists, hygienists, assistants, front-desk staff, billing staff, and administrators, including New York State Medicaid claims processing and integrations with dental imaging and claims systems. The proposal must address implementation, infrastructure configuration, training, testing, cutover, post-implementation support, service levels, maintenance, security, and available standard or high-availability configurations. Vendors must provide company and team qualifications, similar-project references, a detailed technical approach, implementation timeline, three-year cost breakdown, support pricing, and any separate software license agreement. Required proposal forms and certifications include the offeror background and addenda acknowledgment, references, non-collusion certification, debarment and responsibility certification, Iran Divestment Act certification, lobbying certification, statement of certifications and assurances, and cost proposal. Insurance documentation or a letter of intent is also required at submission.
