Description
Monroe County Water Authority is soliciting statements of qualifications and price proposals from consultants to provide professional engineering services for rehabilitation of a 20-inch steel water main and its supporting pipe bridge near High Falls in Rochester. The scope includes preliminary inspection and structural analysis; hazardous-material testing; rehabilitation design for steel and concrete supports, foundations, bearing pads, insulation, jacketing, and paint systems; permitting; and preparation of drawings and specifications in PDF and AutoCAD formats. The consultant will also provide bidding assistance, including addenda, a pre-bid meeting, bid evaluation, and an award recommendation, followed by construction-phase administration and resident project representative services. Construction-phase duties include shop-drawing review, payment estimates, meetings, schedule review, change orders, inspections, testing, punch-list administration, and record drawings. The qualifications submission must address company information, project team and resumes, schedule, value-added services, references, procurement disclosure, and M/WBE participation goals. The price proposal must provide time-and-materials, not-to-exceed pricing with labor hours, rates, and expenses for each of six specified tasks.
