Description
The Housing Authority of the Borough of Red Bank (RBHA) is soliciting proposals from qualified and licensed Certified Public Accountants (CPAs) to provide comprehensive fee accounting services. The selected firm will be responsible for all accounting services in accordance with Generally Accepted Accounting Principles (GAAP) and HUD/REAC guidelines, including monthly and annual accounting cycles, bank reconciliations, journal entries, financial statement preparation, budget preparation and revisions, and preparation of HUD required reports such as PHAS, VMS/eVMS, and FDS submissions. The firm will also assist with annual independent audits, maintain investment and insurance registers, and provide financial support for RBHA's affiliated entities, including The Cedar Crossing Condominium Association. The contract will be awarded for a one-year period with options to extend for additional one-year periods, not to exceed five years total. Respondents must be CPAs licensed in New Jersey with documented experience representing public housing authorities and knowledge of HUD regulations. The evaluation will be based on technical criteria (40 points), management criteria (40 points), and cost criteria (20 points). Proposals are due by 11:00 AM on September 17, 2026.
