The U.S. Army is seeking a contractor to provide turnkey inspection, testing, analysis, reporting, recurring maintenance, routine repairs, and emergency repairs for power distribution systems, uninterruptible power supply equipment, and valve-regulated lead-acid batteries supporting the Information Processing Center at Fort Huachuca. The scope includes equipment inventory and tagging, electrical measurements and harmonics analysis, cleaning, lubrication, consumables replacement, firmware and hardware updates, minor repairs, trend analysis, preventive-maintenance reporting, and repair or replacement of covered failed components. The contractor must provide certified technicians, on-site scheduled maintenance, 24-hour emergency response, and emergency arrival at the designated work site within three hours of notification. Work includes monthly maintenance and additional scheduled visits, manufacturer support for the UPS, safety and quality-control programs, detailed reports with photographs and thermal/electrical anomaly analysis, and compliance with applicable electrical, safety, environmental, and Army requirements. The requirement has a 12-month base period and four consecutive 12-month option periods according to the notice; the attached performance work statement separately describes one base year with three option years, creating a contract-structure discrepancy that should be clarified.
