The U.S. Navy seeks a sole-source contractor to replace and modernize the programmable logic controller (PLC) system supporting a radioactive liquid waste processing system. The upgraded system must duplicate an existing system at another naval site to provide component and software interchangeability, including PLCs, HMIs, servers, network switches, flowmeters, control logic, alarm settings, and integration with existing instrumentation and field devices. The scope includes system assessment and design; hardware and software procurement; prefabrication, programming, installation, demolition and removal of the legacy controls; network and wiring work; testing, commissioning, endurance testing, and performance verification; as-built drawings, operating and maintenance manuals, software configurations, input/output mapping, and manual operating procedures; a three-day on-site training course for up to 12 personnel; and provision of one configured laptop. The contractor must provide qualified engineering and technical personnel, including personnel meeting specified engineering education and experience requirements, and comply with extensive naval shipyard security, radiological, safety, environmental, and cybersecurity requirements. The period of performance is 24 months from award, with the solicitation documents specifying performance from November 30, 2026, through November 29, 2028.
