Mon Forest Towns Partnership, in coordination with the USDA Forest Service's Monongahela National Forest, is soliciting proposals for construction of approximately 1.5 miles of new Class 3 shared-use singletrack trail for hiking and mountain biking. The trail will have a 24-inch earthen tread and must be constructed with a mini excavator. Work includes clearing, bench excavation, grading, drainage dips and reversals, rock armoring, platform turns, in-sloped climbing turns, hazard tree removal, and natural ford or drainage crossings. The contractor must provide all labor, equipment, tools, safety equipment, and materials required for the work. Offerors must hold a current West Virginia contractor license and demonstrate relevant natural-surface trail experience, including at least three similar projects completed within the past five years and an onsite team leader with at least five miles of comparable trail construction experience during that period. The proposal must include a cover letter, license, insurance and bonding capability documentation, crew leader qualifications, past experience and references, an equipment and technical execution plan, a project schedule, and the completed fee schedule. Proposals must be submitted as a single PDF. Construction is scheduled from November 15, 2026, through July 2027, with final completion required by August 1, 2027; tree removal over five inches in diameter is restricted to the November 15–March 31 bat hibernation window.
