Description
The Department of Veterans Affairs is seeking capable sources for an indefinite-delivery/indefinite-quantity requirement for rehabilitative driving services for veterans. Services include pre-driving clinical and functional evaluations, adapted behind-the-wheel training, on-road testing, vehicle-needs assessments, adaptive-equipment evaluations, vehicle inspections and selection consultations, and written evaluation reports. The contractor must provide or have access to appropriately equipped training vehicles and adaptive equipment, including hand controls, steering devices, transfer aids, wheelchair lifts and tie-down systems, vision-testing devices, and reaction-time measurement devices. Routine maintenance and weekly safety checks of adaptive equipment are also required. Proposed technical submissions require staff rosters; current certification, licensure, or registration for at least one driver rehabilitation specialist; education verification showing at least a bachelor's degree for personnel performing evaluations or training; a capability statement; at least one relevant past-performance reference; equipment and vehicle certifications and inventories; scheduling and service-delivery certifications; and a VA compliance-readiness certification. A separate price volume must include the completed price schedule for all five ordering periods. The notice is for market research only and is not a final request for proposals or a commitment to award a contract.
