Description
The Department of Veterans Affairs is soliciting one surgical retractor system for general and vascular surgery. The required system includes a sterile field post, support arm, standard and small wishbone frame arms, clamp blade holders, a hinged extension arm, multiple Mayo, Fence, Splanchnic, Renal Vein, Deaver, Malleable Slotted, Harrington Sweetheart, and Nathanson retractors. The system must support attachment to standard operating-room tables, removable arms of different lengths, independent or paired arm use, and fine, non-preset clamp and retractor positioning. Surgery subject-matter-expert approval is required before award. The acquisition is a 100% small-business set-aside for domestic end products. Items must be new OEM goods; gray-market and remanufactured items are unacceptable. Offerors must be the OEM, an authorized dealer, distributor, or reseller and provide appropriate OEM authorization documentation. The award is anticipated to be firm-fixed-price, all-or-nothing, with delivery FOB destination. Evaluation considers technical capability, completion of the limitations-on-subcontracting certificate, price, delivery lead time, Buy American/Trade Agreements certification, and an authorized distributor letter. A completed FAR 52.212-3 representation and certification is also requested with the quotation.
