Description
The Department of Veterans Affairs is seeking capable sources for inspection, testing, maintenance, calibration, and repair of the electrical power distribution system and related components at the Muskogee VA Medical Center. The approximately 889,161-square-foot medical facility includes normal, life-safety, critical, emergency, and essential electrical systems, with connected loads of 480 V, 277 V, 208 V, and 120 V and a 12.47 kV distribution voltage. The work includes transformers, switchgear, switchboards, distribution panels, motor-control centers, circuit breakers, protective relays, grounding and ground-fault protection systems, generators, bus bars, GFCIs, and associated equipment. Required activities include infrared thermal scanning, insulation and power-factor testing, ground-resistance testing, breaker exercising and injection testing, relay calibration, cleaning, lubrication, torque verification, documentation of deficiencies, and coordination of outages. The contractor must provide a comprehensive report validated by a registered professional engineer. The notice identifies requirements for NETA/NICET-certified personnel, OSHA and NFPA 70E safety training, at least five continuous years of relevant experience, and the contractor's own tools, equipment, and PPE.
