Description
The City seeks one design-build team to deliver up to four net-metered, ground-mounted solar photovoltaic arrays at Missoula Water pumping sites, with a fifth site available as an option if another site is infeasible. The scope includes engineering and stamped plans, permitting, equipment procurement, foundations and site work, electrical work and utility interconnection, construction, commissioning, and system warranties. Arrays are targeted at a maximum of 50 kW AC each and must be operational by December 1, 2027. The contractor must be a NorthWestern Energy Qualified PV installer and address applicable equipment-sourcing requirements, including supporting manufacturer certifications and sourcing documentation related to Foreign Entities of Concern requirements. The proposal must include qualifications and personnel information, at least five comparable projects completed within the last three years with references, a schedule, a conceptual approach for each site, and a pricing proposal with preliminary site estimates and a not-to-exceed design fee. The City favors turnkey online monitoring that can integrate with its building energy management system; the offeror must include the annual cost for data storage, management, and display. Payment and performance bonds of 100% of the awarded contract amount and insurance will be required under the subsequent design-build agreement; no price-based bid bond is required with this submission.
