Description
The California Department of General Services, Office of Sustainability, Clean Energy Unit, is establishing a pool of prequalified energy service providers for future projects involving solar photovoltaic generation, wind turbines, battery energy storage, microgrids, and other clean-energy technologies. Qualified vendors may be invited to compete in subsequent project-specific RFPs for State-owned buildings, facilities, and other real property. Future project responsibilities may include securing third-party financing; design and engineering; construction and installation; utility interconnection, incentives, metering, monitoring, billing, operations, maintenance, and performance guarantees. Vendors are expected to finance, own, operate, and maintain systems for 20- to 25-year site lease and power purchase agreement terms, with energy sold to State hosts at fixed rates. The RFQ requires a structured Statement of Qualifications addressing organizational capability, design and installation experience, project management, monitoring and billing, financing, financial strength, customer references, applicable certifications, and specified response forms and attachments.
