Description
The U.S. Forest Service is conducting market research on a potential nationwide service to independently review wildfire contractor personnel qualification documentation against Government-established requirements. Records may include training and experience records, position task books, certifications, licenses, and applicable course and instructor documentation. The contemplated scope covers ground-based response assets, incident support, and logistics; aircraft are excluded. The verifier would document results, identify deficiencies, check record authenticity where authorized, maintain auditable review records, and refer matters requiring Government judgment to designated officials. Training delivery, equipment inspection, and development or operation of a new information system are outside the baseline concept. This is a Sources Sought/RFI for acquisition planning, not a solicitation or request for a binding proposal. Respondents are asked to describe capabilities, national and surge capacity, quality controls, information protection, conflicts-of-interest safeguards, implementation approaches, and nonbinding pricing practices. Responses are requested in approximately 15 pages, organized by the notice sections; capability respondents should address Sections 14–15 and relevant technical areas, while other stakeholders may address relevant questions. The notice anticipates a possible one-year pilot but states that no outsourcing decision or future procurement has been determined.
