Description
The Metropolitan Transportation Commission is seeking one prime consultant to plan, develop, and implement a comprehensive public engagement program for Plan Bay Area 2060 and related plan elements. The work will reach residents and stakeholders across the nine-county Bay Area, with emphasis on historically underserved and underrepresented communities, community-based organization partnerships, traditional and digital engagement, multilingual and culturally competent communications, accessibility, workshops, focus groups, surveys, webinars, public events, engagement tools, and evaluation and reporting. The contract will be task-order based, with one prime consultant responsible for all work; subconsultants are permitted without a stated limit. Engagement activities may include in-person events that the consultant may be required to staff. Price is not an evaluation factor, and proposers are expected to submit a Statement of Qualifications, required forms, and the SBE Program file through the public procurement portal. An SBE evaluation preference applies to commitments of at least 25% participation, with larger preference for commitments of 40% or more. The current fiscal-year materials identify $280,000 for CBO engagement and $50,000 for innovative engagement techniques, with additional future-year funding subject to budget approval.
