Description
The U.S. Department of Veterans Affairs is soliciting chiller maintenance and support for the Overton Brooks VA Medical Center. The contractor must provide all labor, materials, tools, equipment, supervision, and transportation necessary to perform preventive maintenance, inspections, testing, and cleaning on three York chillers, one Trane chiller, and four Evapco cooling towers. Work includes monthly inspections and leak testing; electrical, motor, controls, and safety-device testing; lubrication; oil and vibration analysis; filter and drier replacement; heat-exchanger and condenser-tube cleaning; and annual cooling-tower maintenance. The amended requirements clarify that condenser tubes must be mechanically brushed annually, evaporator-barrel cleaning is not required, and vibration analysis covers pump motors, chillers, and cooling-tower fan gearboxes and motors. Required deliverables include monthly preventive-maintenance reports within 48 hours, annual maintenance and cooling-tower inspection reports within five business days, and oil and vibration analysis reports with the annual report. Contractor personnel must meet specified EPA, Louisiana HVAC, OSHA, lockout/tagout, VA safety, and York and Trane certification requirements, and must complete required background checks and badging before starting work. The requirement is a total SDVOSB set-aside with a five-year ordering period from October 1, 2026, through September 30, 2031. Quotations are due September 10, 2026, at 10:00 a.m. CDT; no further questions will be accepted.
