Description
Marion County is soliciting proposals for a qualified firm to provide inmate communication services at its jail facility, including inmate telephone service, video visitation, and mail communications. The required system includes existing and additional inmate telephones, approximately 40 video-visitation tablets and charging stations, call blocking and monitoring capabilities, individual and facility-wide phone controls, scheduled phone availability, free calls to a rape crisis center, and support for the facility's inmate identification system. The contractor must provide 24-hour service, responsive software and repair support, monthly call and revenue reporting, maintenance and warranty programs, transition and installation services, and system enhancements or upgrades as needed. Proposed rates must comply with applicable FCC inmate-telephone rate caps, and the contractor will pay the County commissions based on gross revenue. Responses must address pricing and commissions, compliance with specifications, delivery and transition schedules, exceptions, descriptive literature, contractor experience and staffing, at least three similar-project references, financial statements, current or planned projects, system features and capacities, sample management and financial reports, a sample contract with proposed rates, and a transition schedule. The solicitation also requires the proposal affidavit, vendor references form, Certificate of Interested Parties, noncollusion affidavit, applicable lobbying certification, and Texas statutory boycott-verification forms. The contract is for three years with two optional one-year renewals.
