Description
The Housing Authority of Bossier City is requesting Statements of Qualifications from experienced consultants to provide modernization coordination and architectural services for its housing modernization and development programs. The scope includes project planning, owner's representation, HUD Capital Fund Program grant administration, project schedules, budgets and cost controls, due diligence, procurement support, bid-document preparation, contract administration, pay-application and change-order review, compliance monitoring, construction inspections, punch lists, warranty coordination, closeout, and final payment recommendations. Respondents must demonstrate HUD program and public-housing modernization experience, including knowledge of the Capital Fund Program, federal procurement requirements, Davis-Bacon and prevailing-wage monitoring, Section 3, Fair Housing and Equal Opportunity, and environmental review. The submission must include qualifications, comparable project experience, key personnel, approach and timeline, references, equal-employment-opportunity information, participation planning, required certifications and affidavits, and a fee proposal. HABC may select one or more consultants; work may be issued through written task orders. The anticipated contract term is two years with three additional one-year renewal options.
