Description
The City of Shreveport is soliciting an on-demand contractor to perform planned and emergency repairs for its sewer collection system, water distribution system, and associated infrastructure. The work includes three-person crews, excavation and repair activities, mobilization and demobilization, bypass and well-point pumping, equipment operation, site restoration, pavement and sidewalk replacement, sod replacement, traffic-surface repairs, hauling, and other authorized special-needs work. Emergency crews must mobilize within two hours and remain available 24 hours a day, seven days a week, including holidays. The City will generally furnish and deliver materials, while the contractor provides labor, vehicles, equipment, tools, safety gear, incidentals, required locates, and related services. The contract has a one-year initial term and may be extended in one-year increments for up to two additional years, or until funds are depleted, with mutual consent. The estimated expenditure is $1,200,000. Proposers must be licensed for Louisiana municipal and public works construction, demonstrate at least five years of water and sewer repair experience, provide five similar projects and references, submit personnel qualifications, unit and hourly pricing, a proposed warranty, Fair Share documentation, and the required felony conviction/E-Verify affidavit. A two-year workmanship guarantee, maintenance bond, insurance, and other bonding requirements apply under the solicitation documents.
