Description
The Eastern New Mexico Water Utility Authority is seeking a contractor for the Raw Water 1B/Raw Water 2 Pipeline Project under RFP-2026-01. The scope includes production and installation of approximately 36-inch and 42-inch welded steel pipe; trench excavation, bedding, dewatering, utility locating, fencing, traffic control, environmental controls, cathodic protection, vaults, blowoff assemblies, isolation-valve facilities, hydrostatic testing, as-built surveying, and surface restoration. The project also includes trenchless crossings, a portal and approximately 1,710-foot Caprock tunnel, a roughly 345-foot raise-bored shaft, carrier-pipe installation and grouting, tunnel and shaft fiber-optic conduit/cable systems, access roads, and related instrumentation and ground-support work. The solicitation is evaluated as a formal RFP, and the mandatory pre-proposal conference and site visit are scheduled for August 18, 2026. Proposals are submitted electronically in separate technical and pricing envelopes; the technical and price proposals are due October 21, 2026, at 3:00 p.m. Mountain Daylight Time.
