Description
The U.S. Army Corps of Engineers–St. Paul District is soliciting bids for fabrication of strut arm assemblies for miter gates used at locks on the Upper Mississippi River. The assemblies are 18 feet 4 inches long and consist of various grades of steel castings and machined components. The contractor must hold one of the specified AISC certifications: IBR Certified Bridge Fabricator–Intermediate with fracture-critical endorsement, ABR Certified Bridge Fabricator–Advanced with fracture-critical endorsement, or HYD Certified Hydraulic Steel Structures Fabricator with fracture-critical endorsement. The fabricator must also hold AISC Quality Certification Program certification with an endorsement for sophisticated paint systems in Category P1, P2, or P3. The work includes extensive quality-control and quality-assurance testing for casting, machining, and painting. The assemblies must be delivered to the U.S. Army Corps of Engineers Service Base by March 30, 2028. This is a 100% total small-business set-aside under NAICS 332312, Fabricated Structural Metal Manufacturing, with an SBA size standard of 500 employees. Bids must be submitted through the PIEE module, and offerors must be registered in SAM with current FAR and DFARS Representations and Certifications. No bid bond is required. Amendment 0001 extends the solicitation closing date by one week and adds bid-opening instructions.
