Description

The Commission seeks a consultant to conduct job analyses for Park Police Sergeant, Lieutenant, and Captain positions and develop and administer the associated promotional examination process. Work includes written examinations or exercises, assessment center exercises, assessor training, candidate orientation, secure testing procedures, scoring and feedback, and final evaluation reports. The process covers approximately 70 eligible officers across two Park Police divisions, with examination activities to be completed within 90 days after commencement. The consultant must meet stated experience and staffing qualifications, including at least five years of relevant organizational experience and qualified key personnel. The proposal requires a technical response and a separately uploaded cost proposal, including all-inclusive costs and a schedule of labor categories and rates. The solicitation also requires specified completed forms and supporting materials, including a proposal declaration, insurance checklist, nondiscrimination in subcontracting form, and subconsultant utilization report. A three-year initial contract term with one optional two-year extension is stated in the draft contract.
