Description
The Maryland Department of Public Safety and Correctional Services seeks a single contractor to provide statewide Substance Use Disorder Treatment Services in Division of Correction facilities. The scope includes substance use disorder screening and assessments; Medication for Opioid Use Disorder counseling; individualized treatment planning; individual and voluntary group counseling; ASAM Level 2.1 Intensive Outpatient Treatment Programs; coordination of care; and structured reentry planning for incarcerated individuals. The contractor must provide qualified clinical, counseling, assessment, allied health, and peer recovery personnel; operate services at designated facilities; maintain electronic and paper records; submit recurring clinical, staffing, quality assurance, and statistical reports; comply with Maryland regulations and applicable accreditation standards; and support Department oversight, security, training, and transition requirements. The contract is an indefinite-quantity arrangement with fixed unit prices, consisting of a three-year, three-month base period and two two-year option periods. The solicitation package includes a double-envelope RFP, a required Price Form, pre-proposal conference and site-visit response forms, and appendices and exhibits.
