Description
The Administrative Office of the Courts, on behalf of Juvenile and Family Services, is seeking one or more contractors to provide forensic auditing services for guardianship of the property cases under Maryland Rule 10-106.2. Services include investigating issues identified by the AOC or courts; reviewing financial records and supporting documentation; interviewing relevant parties; analyzing transactions; identifying discrepancies, deficiencies, or potential misuse of assets; preparing written reports; maintaining working papers; and explaining findings or providing testimony remotely or in person when requested. Assignments will be made on an as-needed basis, with no guaranteed minimum or maximum usage. A contractor may propose no more than two resources, and resources must have at least a bachelor's degree in accounting, financial planning, business administration, legal studies, or a related field. The solicitation prefers forensic-accounting experience and credentials such as CPA, CFF, or CFE. The contract is a labor-hour, not-to-exceed arrangement with a one-year base period from February 1, 2027, through January 31, 2028, and two one-year renewal options. The estimated pricing form includes 200 remote hours and 10 onsite hours for the base year and each option year. Proposals must include technical and financial submissions through the Procurement Portal, including the required narratives, resumes, credentials, references, affidavits, forms, and resource documentation.
