The Iowa Department of Agriculture and Land Stewardship is accepting pre-applications for projects tied to the Iowa Nutrient Reduction Strategy. Proposed projects should adopt and implement urban conservation and stormwater management practices, such as bioretention cells and stormwater wetlands, to reduce pollutant and nutrient loading to water resources. Projects must include outreach and education components, demonstrate strong partnerships and matching resources, and provide measurable outcomes. Eligible applicants include governmental entities, county conservation boards, Soil and Water Conservation Districts, nonprofit organizations, public water supply utilities, and watershed management authorities. State funds may cover no more than 50% of eligible project costs. Pre-applications must include a one-page Proposal Cover Sheet, a 125-word maximum executive summary, and a two-page maximum Pre-Proposal Narrative. Applicants must be able to construct and maintain the practices at the proposed location and collaborate with IDALS Urban Conservation Program staff. Selected applicants may be invited to submit full applications. Funded projects must be obligated by June 30, 2027, installed by December 31, 2028, and documented through quarterly and final reports.
