Description
The University of Maine System seeks a qualified insurer licensed in Maine to provide specific stop-loss coverage, with aggregate coverage if applicable, for its self-funded employee health plan. The requested coverage includes a $1,000,000 individual stop-loss limit, a 24/12 policy, no lasers at inception or renewal, a 40% renewal rate cap, and coverage for cell and gene therapy, retirees under 65, and long-term disability to age 65. The carrier will underwrite plan experience and risk data, coordinate eligibility, claims, and reimbursement with the University's benefit vendors, process reimbursements, provide account management and reporting, and identify high-cost claim risks and reimbursement opportunities. Services will primarily be performed remotely. Only insurers licensed to provide stop-loss coverage in Maine may respond; managing general underwriters, brokers, and other vendors are not eligible. Responses must include the completed response cover page, debarment/performance/non-collusion certification, cost evaluation exhibits, and master agreement materials. The cost response must cover the agreement term and optional renewals, and an Excel version of the cost tables is required. The solicitation specifies electronic submission by email, a required subject line, PDF response documents, and a 20 MB email limit with instructions for larger submissions.
