Description
The City seeks a coastal engineering consultant to assess and survey the Heritage Park shoreline and develop a permit-ready 50% preliminary design for a hybrid living shoreline. The work includes reviewing existing studies and records; documenting shoreline, erosion, vegetation, intertidal resources, and public access; coordinating a topographic survey; evaluating design alternatives; preparing plans and a probable construction cost; and supporting public engagement with presentation materials and attendance at public meetings and a City Council presentation. The consultant must prepare and file the anticipated federal, state, and local permit applications, respond to agency comments, and assist the City in obtaining permits. Required proposal content includes a cover letter, project approach, local knowledge, firm qualifications and experience, project timeline, and cost proposal. The proposal is limited to 20 pages, must be submitted as a single PDF, and may not exceed $75,000.
