Description
The Department of Veterans Affairs is soliciting services to inspect and test medium-voltage transformers and associated switchgear at the Albany Stratton VA Medical Center. The contractor must furnish all labor, materials, parts, travel, supervision, and testing resources; record nameplate information; inspect equipment and accessories; identify damage, loose connections, contamination, leaks, and deficiencies; clean and tighten components as appropriate; sample insulating liquids and test dielectric and water content; and perform an infrared thermal survey after power is restored. Work must comply with NFPA 70B and VHA Directive 1028. The contractor must provide qualified personnel, including a supervising Field Service Engineer certified as a Certified Electrical Test Technologist by NETA/NICET or an appropriately qualified engineer with at least five years of relevant experience. Other technicians must have applicable certification or equivalent qualifications. The offer must include a technical capability statement, management plan, certification documentation, similar-work past-performance examples with references and contract numbers, the completed SDVOSB limitations-on-subcontracting certification, the completed price schedule, and required representations and certifications. The work is set aside for certified service-disabled veteran-owned small businesses, and the prime contractor may not subcontract more than 50% of the contract value.
