Description
Palm Beach County seeks a contractor to locate, mark, and flag its underground water, wastewater, reclaimed water, raw water, and lift station electrical utilities in response to excavation tickets. The estimated volume is 45,000 locates. Standard requests must generally be completed within two business days, while emergency requests must be completed within two hours. Services may also include utility lookout, ground-penetrating radar, vacuum excavation, and three-dimensional radar imaging, when directed or approved by the County. The contractor must maintain Sunshine 811 membership, provide ticket tracking and post-locate photographs, and submit monthly invoices and supporting reports. Subcontracting any portion of the services requires prior written County approval. The County anticipates a 12-month initial contract with four 12-month renewal options. The estimated value during the contract term is $850,000, and the County may rebid if that anticipated value is reached. Award is all-or-none to the lowest responsive, responsible bidder. The solicitation includes a 10% SBE price preference when a certified SBE bid is within 10% of the lowest non-SBE bid, as well as local preference provisions.
