Description
The College seeks a contractor to locate, identify, mark, survey, and map underground and above-ground utilities across its main campus. Work includes reviewing available records, coordinating field access, collecting utility and feature data using appropriate non-destructive locating methods and survey-grade GPS/GNSS equipment, and documenting field-verified information, estimated or record-derived information, and areas of uncertainty. The question-and-answer document clarifies that this is a one-time capital project, with completion required within eight months of award. QL-A methods are preferred for depth and material information; QL-A accuracy standards are specified for GPS/GIS data, and potholing or other intrusive work may be needed as required by scope. The College also states that it has no existing GIS platform, so the contractor must create an interactive web map that can be turned over to the College. Base-bid deliverables include final CAD drawings in DWG format, a PDF drawing set, GIS-compatible data, the interactive web map, utility feature and attribute information, field markings, photographs where available, and documentation of methods and limitations. The proposal must include pricing for the project and identify any ongoing web-map hosting, subscription, or licensing costs separately. The solicitation also requires a BEP utilization plan addressing a 30% aspirational participation goal; the bid packet specifies supporting documentation for good-faith efforts when the goal is not met.
