Description
Region 9 Education Cooperative, on behalf of the New Mexico Public Education Department, seeks qualified contractors to provide language proficiency assessments for elementary and secondary students. The scope includes Spanish proficiency assessments, a Spanish heritage-learner screener, assessments in multiple world and home languages for State Seal of Bilingualism-Biliteracy purposes, and custom consultation and development of assessments in tribal languages. Assessments must be administered in person at school sites by appropriately licensed test administrators. The contractor must support student rostering, test administration, technical support, training, professional-learning resources, scoring, annual technical reporting, accessible individual student reports, secure file transfer, data-quality controls, privacy and security compliance, breach notification, and student-data deletion or return. The contractor must also assign a dedicated program manager and provide ongoing program-management support. The initial contract term is one year, with up to three additional one-year renewals, for a maximum four-year term.
