Description
The New Mexico Department of Transportation is soliciting proposals for Phase I A/B engineering consultant services to develop an access management plan for BL-13 from I-25 to NM 314. The 2.5-mile urban corridor study will address existing and future access points, driveways, intersections, median openings, deceleration lanes, traffic operations, speed management, crash and safety analysis, land-use and growth trends, roadway design standards, and context-sensitive access-control recommendations. The selected consultant will perform aerial imagery or location and topographic surveying, right-of-way research, traffic and speed data collection, stakeholder and property-owner coordination, agency coordination, project kickoff and stakeholder meetings, at least one advertised public workshop, public outreach, and preparation of draft and final access management plans. Deliverables include PDF reports, meeting minutes, electronic GIS files in KMZ and SHP formats, survey and mapping data in AutoCAD/Civil 3D format, and supporting public-involvement documentation. The contract is intended to have a four-year term, with a fixed price to be negotiated for Phase I/A-B services. New Mexico professional engineering and surveying licensure, NMDOT overhead-rate eligibility, federal funding compliance, accessibility compliance, and applicable DBE requirements apply.
