Description
The City of Lacey is seeking a qualified consulting firm to perform Phase 1 predesign and alternatives evaluation for the recently constructed Grays Production Well. The scope includes reviewing water-quality, survey, utility, property, and planning information; evaluating treatment requirements including pH adjustment, iron, manganese, corrosion potential, residuals, and potential pilot or bench-scale testing; comparing the Grays and Judd Hill parcels and a split-site configuration; and developing conceptual site plans, process-flow diagrams, facility layouts, design criteria, equipment capacities, building concepts, planning-level costs, permitting strategy, and an implementation schedule. The evaluation must address the well house, treatment facility, pipelines, utilities, access, stormwater, electrical service, controls, communications, and future expansion. The selected consultant may subsequently negotiate an amendment for permitting and environmental assistance, final design, bid-phase services, and construction-phase services, including submittal reviews, responses to RFIs, construction observation, and facility commissioning. Statements of Qualifications are limited to 12 pages, excluding a one-page signed cover letter, and must describe comparable experience, five reference projects with contact information, key personnel, availability, approach and schedule, project understanding, and quality-control procedures. Phase 1 is anticipated from November 2026 through September 2027, with later design and construction phases anticipated through 2030.
