Description
The Washington State Department of Enterprise Services is soliciting qualifications and proposals from experienced general contractor/construction manager firms for the Campus Energy System Replacement project. The selected GC/CM will provide preconstruction services during design, construction management, and general contracting services during construction, including cost estimating, MACC negotiations, value engineering, life-cycle cost analysis, constructability and interdisciplinary reviews, scheduling, logistics, bid-package development, subcontractor procurement, BIM coordination, quality control, safety, and commissioning and closeout support. The project will replace the Capitol Campus’s more than 100-year-old steam heating system with modern heating and cooling infrastructure intended to improve reliability, safety, and efficiency and support Washington’s transition toward a zero-carbon platform. The estimated Maximum Allowable Construction Cost is $120,333,312. Phase One requires a Statement of Qualifications, demonstrated bonding capacity, and the completed Attachment 00 Proposer Contact Form. Short-listed firms must later provide references, a Diverse Business Inclusion Plan, an accident prevention program, and a final GC/CM fee proposal. A 15% apprenticeship participation requirement applies to the project.
