Description
The City of Lacey is seeking consulting services to conduct a comprehensive feasibility study for a permanent food truck plaza. The selected consultant must evaluate at least three centrally located sites in the Depot District and/or Lacey Midtown, including the current city-owned food truck location and two additional properties. Each site must be assessed for capacity for at least six food trucks, utilities, parking, restrooms, seating, dining areas, children's amenities, regulatory requirements, accessibility, visibility, site conflicts, development costs, and ongoing operating expenses. The work must include review of existing plans and studies, community engagement with food truck operators and other stakeholders, fiscal-impact analysis, evaluation of interim use at the current site, recommendations for the most viable long-term location, proposed next steps, and a feasibility report with conceptual site plans. Respondents must submit a PDF Statement of Qualifications of no more than 10 pages, excluding the title page and table of contents, addressing team qualifications, approach and costs, required data, communication with City staff, and three professional references.
