Description
Jackson County Facilities and Fleet Department is soliciting proposals from qualified and experienced companies to provide landfill leachate removal, hauling, and disposal. The contractor will pump leachate from three onsite tanks, generally using 10,000-gallon tankers, and transport it to a properly licensed Michigan Department of Environment, Great Lakes, and Energy facility. The County provides a gas-powered pump and hoses with camlock fittings, and trucks can approach within approximately 20 feet of the tanks. Pumping is permitted Monday through Friday only. Historical demand is generally one to two 10,000-gallon tanker loads per week, with volumes reaching four loads per week under certain weather conditions. Pricing must include labor, transportation, treatment, disposal, tipping, fuel, manifests, and regulatory compliance costs; prevailing wage does not apply. The contract will have a three-year base term with two optional one-year renewals, for a maximum five-year period, and may be used by other Michigan municipalities through cooperative purchasing. Proposals must address qualifications, service capabilities, communication and customer service, pricing, billing, company information, references, insurance, and the scope of work. The proposal must include the completed pricing sheet and signed acknowledgment of Addendum No. 1. The addendum identifies Valicor as the current contractor and reports historical spending of $84,529.52 in 2024, $75,041.19 in 2025, and $65,722.88 through mid-September 2026.
