Description

Dakota County is requesting proposals for comprehensive on-site labor services at the Recycling Zone Plus, a new household hazardous waste and recycling facility. The contractor will provide trained personnel to unload, collect, sort, process, package, store, and prepare household hazardous waste and very small quantity generator business hazardous waste for shipment to County-approved disposal vendors. Staff will also identify usable materials for the reuse room, assist with recycling drop-off operations, support facility setup, manage abandoned hazardous waste, and provide customer service and operational reporting. The proposal must include labor staffing and hourly pricing, a work plan, company and team qualifications, at least two similar service contracts completed within the previous two years with client references, conflict-of-interest information, exceptions or deviations, and the required price, assurances, non-collusion/conflict-of-interest, and trade-secret forms. The anticipated contract term is February 15, 2027, through February 14, 2029, with a County option for a two-year extension.
