Description
The City of Cedar Rapids City Manager's Office is requesting proposals for executive search services to recruit a Police Chief. The selected consultant will conduct a regional search, develop recruitment materials, attract and screen candidates, conduct interviews and reference checks, assist with stakeholder input and negotiations, provide weekly status updates, and support the City through selection of a candidate targeted for hire by March 1, 2027. Proposals must describe the methodology, process and timeline, primary consultant's background and qualifications, references and similar public-safety executive searches, fees, and any replacement-search guarantee. The proposal must be submitted as a single PDF organized into five sections: Methodology/Approach; Process and Proposed Timeline; Primary Consultant Background; References and Similar Project Lists; and Financial Proposal. Three recent similar-project references and detailed personnel information are required. Insurance documentation is required, but the published Q&A confirms that a vendor's certificate of insurance may be submitted instead of the Certificate to Obtain Insurance form; the proposer must also identify insurance types its agent considers inapplicable. A notarized Buy Local Packet is required only when applicable.
