Description
The City of La Palma is requesting proposals from a California State Water Resources Control Board Environmental Laboratory Accreditation Program-certified laboratory to provide citywide drinking-water testing and laboratory services. The scope includes sample collection and transport from wells, reservoirs, booster stations, treatment facilities, and distribution-system locations; analysis for coliform bacteria, heterotrophic plate count, chlorine residual, minerals, trace metals, organic and inorganic chemicals, disinfection by-products, color, turbidity, PFAS/perfluorinated chemicals, geosmin/MIB, and other listed parameters. The contractor must provide sampling labor, vehicles, uniforms, coolers, containers, bottles, labels, equipment, electronic reporting, QA/QC data, website access to current and historical results, and documented reporting to applicable state or federal databases. Weekly sampling is required, with specified turnaround examples of 24 hours for coliform analysis and 48 hours for heterotrophic plate count analysis. The initial contract term is January 1, 2027, through January 1, 2030, with up to two one-year extensions. Proposers must submit qualifications, references, personnel information, accreditation and audit materials, testing reports, pricing, and the required solicitation forms through the designated portal.
